SAUDI ARABIA – Hisham Radwan has been appointed as the new Chief Executive Officer of Cigna Insurance Saudi Arabia, a unit of Cigna Healthcare.
In a statement by Cigna Healthcare, Hisham Radwan, CEO of Cigna Insurance Saudi Arabia, said: “I look forward to leveraging my regional expertise to advance the company’s mission of providing best-in-class, high-quality, affordable, and tailored health insurance solutions to the dynamic Saudi market.”
Cigna Healthcare has turned to the top finance and insurance executive to be its new CEO as it plans to solidify its footprint in the Kingdom of Saudi Arabia.
The company maintains a global sales capability in 30 countries and jurisdictions, employing over 70,000 people that service more than 189 million customer relationships.
As the incoming CEO for Saudi operations, Hisham Radwan will lead the rollout of Cigna Insurance Saudi Arabia’s new service model in the region.
“For nearly two decades, Cigna Healthcare has maintained a strong presence in the Gulf Cooperation Council. I am honored to lead the company’s expansion plan in Saudi Arabia,” stated Hisham.
With over 30 years of experience, Hisham Radwan has held several key leadership positions at various renowned organizations within Saudi Arabia.
Hisham arrives at the new venture with a proven track record of overseeing complex operations and delivering exceptional results in finance and insurance management.
Hisham served as the CEO of TruDoc in the Middle East and Africa region, where he successfully established operations in Saudi Arabia.
Additionally, he was selected for the role of Senior Vice President of Health at Tawuniya Insurance Company for the Kingdom of Saudi Arabia.
He also held the roles of Vice President for Aetna International in the MEA region, and Chief Commercial Officer for Bupa Arabia.
For this reason, Hisham will come in with his expertise on how to support the rollout of Cigna Insurance Saudi Arabia’s new service model, which is designed to cater to specific niches.
The new model stands out as a viable option for the delivery of top-notch client and customer experience as well as insurance solutions that are tailor-made to cater to the needs of the Saudi population.
Moreover, the leadership shift comes months after Cigna Worldwide Insurance Company received regulatory approval from the Saudi Central Bank (SAMA) to operate as a health insurer in Saudi Arabia.
This strategic appointment marks a significant milestone for Cigna Healthcare as the company just inaugurated its new office in the city of Riyadh.

Jason Sadler stated that the opening of Cigna Insurance Saudi Arabia’s new office signals the global company’s expansion into Saudi Arabia, building on its solid experience across the Middle East region.
Notably, the opening ceremony of the new Riyadh office was graced by Jason Sadler, President of Cigna International Health, Jerome Droesch, the CEO for Domestic Health and Health Services at Cigna International Health, and other senior leaders from Cigna Healthcare.
Expansion plans unveiled
Following the green light from the Insurance Authority (IA), Cigna Healthcare became the first international insurance company authorized to operate through a branch in the Kingdom of Saudi Arabia.
The branch license allows the company to offer its best-in-class high-quality, affordable, and localized health insurance solutions to individuals, companies, and government entities across the kingdom.
To offer the highest level of service, the Cigna Worldwide Insurance Company branch has partnered with Total Care Saudi (TCS), a leading Third-Party Administrator dually licensed and accredited by SAMA.
The central aim of this strategic alliance is to expedite grant members’ access to a comprehensive network of direct settlement providers.
