Japan’s JCHO Osaka Hospital collaborates with tech giants to deploy AI across medical operations

JAPAN—Japan Community Healthcare Organization Osaka Hospital (JCHO Osaka Hospital) has partnered with Fujitsu Japan Limited and Fortience Consulting Inc. to establish comprehensive safety protocols for generative AI deployment across all hospital operations.

The three organisations formalised their partnership on February 13, 2026, with additional expertise from Microsoft Japan Co., Ltd.

Their shared goal centers on revolutionizing workplace efficiency while ensuring the hospital’s long-term financial sustainability through strategic AI implementation.

Modernizing clinical documentation

Fujitsu Japan will spearhead the introduction of AI-powered services designed to streamline two critical administrative tasks: creating discharge summaries and facilitating nursing handovers.

The hospital processes approximately 16,000 discharge summaries each year, making this a significant opportunity for efficiency gains.

The system is scheduled to launch in June 2026.

Beyond deploying the technology itself, the project encompasses developing internal guidelines for AI usage, building a robust information infrastructure, and establishing governance frameworks to ensure AI adoption becomes embedded throughout the organisation.

All four partners envision this initiative serving as a blueprint for public and general hospitals nationwide.

They plan to share their findings and methodologies with other medical institutions, accelerating both AI adoption and broader digital transformation across Japan’s healthcare sector.

Expert endorsement and industry challenges

Dr. Ryuji Hamamoto, Representative Director of the Japanese Association for Medical Artificial Intelligence, praised the initiative as an exemplary project that safely implements generative AI for clinical documentation while integrating proper governance and education.

He emphasized that ensuring safety, reducing staff workload, and improving quality remain critically important objectives.

Dr. Hamamoto expressed enthusiasm about the project’s potential for nationwide expansion.

Japanese medical institutions currently face pressing challenges balancing improved care quality with workplace reform and sound financial management.

While AI adoption offers clear solutions, significant obstacles persist.

Many facilities struggle with varying IT literacy levels among staff and shortages of digital talent, resulting in fragmented AI implementation that undermines sustained adoption.

Building on initial success

JCHO Osaka Hospital began its AI journey in November 2024, initially focusing on non-clinical applications with support from Microsoft Japan and Fortience Consulting.

The hospital successfully deployed generative AI for meeting minutes and created a chatbot system using Retrieval-Augmented Generation (RAG) technology to assist staff with information queries.

These positive results provided the foundation for expanding into clinical domains.

The nursing department will now utilize AI to summarize essential information for shift handovers, complementing the discharge summary automation.

These combined efforts aim to enhance operational efficiency, elevate medical quality, and promote meaningful workplace reform.

Expanding beyond one hospital

The four partners plan to extend their AI services beyond JCHO Osaka Hospital to other public facilities within the Japan Community Healthcare Organization network.

This expansion will support electronic medical record data utilization while maintaining strict personal information protection standards and improving overall medical quality.

Prioritizing safety and governance

Given the sensitive nature of medical information, the project places exceptional emphasis on security, privacy, and compliance.

JCHO Osaka Hospital is developing operational protocols for handling data and AI-generated outputs on Microsoft Japan’s secure AI platform.

These protocols will systematize operational governance for AI utilization while adhering to legal and ethical requirements.

The hospital is also establishing “DX Ambassadors” —internal promotion leaders drawn from doctors, nurses, and administrative staff.

These multi-disciplinary ambassadors will identify operational challenges, validate use cases, and support AI adoption throughout the organization.

Their collective insights will shape a comprehensive AI utilization framework that strengthens governance and facilitates expansion into additional clinical areas.

Strengthening digital literacy

Fortience Consulting will lead the development of a foundational policy for AI utilization, including operational guidelines that other medical institutions can adapt.

The consultancy will also design and implement educational programs to enhance digital literacy across the hospital, ensuring AI adoption becomes sustainable rather than temporary.

Each partner brings distinct strengths to this collaboration.
