Russia releases National Healthcare Guidelines featuring AI integration in medical diagnostics

The publication emphasizes physician training and professional development, with particular attention to digital innovation.

RUSSIA—Russian health authorities have unveiled the second volume of National Guidelines for Primary Health Care for Adults, marking a significant step toward integrating artificial intelligence into the country’s medical system.

The Federal State Budgetary Institution “National Medical Research Center for Therapeutic and Primary Care” collaborated with the Center for Diagnostics and Telemedicine of the Moscow Healthcare Department and the Russian Society for the Prevention of Non-Communicable Diseases to produce this comprehensive resource.

The publication emphasizes physician training and professional development, with particular attention to digital innovation.

A dedicated chapter on “Digital Technologies” showcases how Moscow specialists apply AI in radiation diagnostics and primary healthcare settings.

Yuri Vasiliev, Medical Director of the Center for Diagnostics and Telemedicine, announced the release.

He explained that the guidelines serve executive authorities, healthcare managers, medical practitioners, university students, residents, and postgraduate medical students.

Moscow’s AI experiment shapes new standards

Vasiliev described how Moscow developed methodologies for using AI in radiology through an experimental program on innovative computer vision technologies.

The city tested these systems in real-world healthcare environments, analyzing medical images and integrating the technology into existing infrastructure.

“Smart algorithms show particular promise in primary healthcare,” Vasiliev noted.

He cited rapidly growing examination volumes, equipment expansion, digitalization efforts, staff shortages, and increasing demands for diagnostic quality as driving forces behind AI adoption.

The COVID-19 pandemic demonstrated how diagnostic systems need resilience during emergencies, and Moscow’s experiment produced specific organizational and methodological approaches for deploying AI effectively.

Quality control and testing protocols

The implementation team continuously monitors AI performance using established methodologies.

Anton Vladzimirskyy, Deputy Director for Research and Development at the Center for Diagnostics and Telemedicine, emphasized that Moscow’s approach stands out because it deploys AI algorithms in active healthcare settings rather than controlled environments.

This strategy generates practical insights into how smart algorithms perform under real conditions.

Vladzimirskyy explained that all AI services implemented in Moscow undergo rigorous initial testing.

The Center developed a “maturity matrix” that objectively evaluates AI services and identifies optimal solutions. He stressed that testing AI algorithms requires different criteria than clinical trials for drugs or medical devices.

Regulatory framework takes effect

The Center has created 28 national standards regulating AI in healthcare.

Six of these standards became effective in early 2026, establishing clear regulatory guidelines that ensure transparency in the application of technology and protect patient safety.

Beyond digital technology, Volume II addresses model work programs and test assignments for professional accreditation.

The guidelines also cover strategies for attracting and retaining medical personnel, approaches to developing corporate culture, and organizational technologies for delivering primary healthcare services.
