DoH Abu Dhabi signs lifesciences gateway deal with Biocom California at BIO 2026

USA—The Department of Health—Abu Dhabi (DoH) has entered into a strategic partnership with Biocom California, one of the world’s largest life sciences associations representing more than 1,800 biotechnology, pharmaceutical, and medical technology organizations.

The agreement establishes a formal gateway between Abu Dhabi and California, creating new opportunities for collaboration across research, innovation, investment, and commercialization.

Announced during the BIO International Convention 2026 in San Diego, the partnership aims to strengthen ties between two rapidly evolving life sciences ecosystems and support the development of next-generation healthcare technologies.

Through the collaboration, innovators, researchers, entrepreneurs, and investors from both regions will gain greater access to expertise, infrastructure, and business opportunities.

Connecting two innovation hubs

As part of the agreement, DoH and Biocom California will exchange knowledge on life sciences cluster development, regulatory frameworks, investment strategies, and industry best practices.

The initiative is designed to help both regions strengthen their innovation ecosystems while accelerating the growth of high-value biotechnology, pharmaceutical, and medical technology activities.

The partnership links California’s globally recognized life sciences community with Abu Dhabi’s Health, Endurance, Longevity and Medicine (HELM) Cluster.

This connection is expected to create pathways for companies to develop, validate, and scale healthcare innovations across both markets.

Abu Dhabi’s integrated ecosystem combines genomics, digital health, advanced therapies, clinical research, and biomanufacturing capabilities within a single framework, allowing innovators to move more efficiently from discovery to real-world implementation.

Dr. Noura Khamis Al Ghaithi, Undersecretary of DoH, said successful life sciences ecosystems depend on the ability to connect talent, research, investment, and implementation across borders.

She noted that the collaboration creates a direct bridge between Abu Dhabi’s intelligent life sciences ecosystem and one of the world’s leading centers of innovation.

According to Al Ghaithi, the partnership will provide innovators, researchers, and investors with new opportunities to leverage Abu Dhabi’s living-lab environment, where scientific discoveries can be tested, validated, and translated into real-world impact at scale.

Expanding opportunities for companies

Joe Panetta, President Emeritus of Biocom California, said Abu Dhabi has developed a strategically focused and well-supported life sciences ecosystem capable of fostering promising therapies and innovations.

He added that Biocom actively builds partnerships with established and emerging life sciences hubs worldwide.

Panetta said the memorandum of understanding will support joint participation in industry events, facilitate business partnerships, and create opportunities for companies in California and Abu Dhabi to collaborate on research, development, and commercialization initiatives.

For U.S.-based biotechnology, pharmaceutical, and medical technology companies, the agreement provides access to Abu Dhabi’s intelligent life sciences ecosystem, where research, validation, regulation, and healthcare delivery operate within a connected environment.

This model is designed to shorten development timelines and accelerate the adoption of innovative health solutions.

Abu Dhabi expands global life sciences partnerships

The announcement comes as Abu Dhabi continues to deepen its presence at BIO International Convention 2026 and strengthen its position as a global healthcare and life sciences hub.

During its U.S. visit, DoH has unveiled several strategic collaborations aimed at expanding innovation, manufacturing, and healthcare access.

Earlier this week, DoH signed an agreement with Sanofi to explore the establishment of a Vaccine Innovation Centre in Abu Dhabi.

The proposed collaboration will focus on AI-enabled vaccine discovery, mRNA research, clinical development, and manufacturing capabilities within the HELM Cluster.

In addition, DoH announced a partnership with MSD to assess the feasibility of creating a regional healthcare logistics hub in Abu Dhabi.

The initiative is expected to strengthen supply-chain resilience, improve access to innovative medicines, and support the commercialization of advanced health technologies across regional markets.

Representing the breadth of Abu Dhabi’s healthcare, investment, and innovation ecosystem, the DoH delegation to the United States includes stakeholders from Abu Dhabi Investment Office (ADIO), M42, Hub71, New York University Abu Dhabi, Masdar City, Khalifa University, KEZAD, PureHealth, Mubadala Bio, Arcera, and the Institute for Healthier Living Abu Dhabi.

Together, these organizations are showcasing the emirate’s capabilities across genomics, gene editing, artificial intelligence-enabled healthcare, advanced therapeutics, and rare disease research.
