Since 2020, the Moscow government has been running the Moscow Experiment on Computer Vision in healthcare, an initiative coordinated by the Center for Diagnostics and Telemedicine with support from the city’s digital infrastructure teams.

RUSSIA—Russia is accelerating the use of artificial intelligence in medical imaging, with advanced computer vision systems now enabling clinicians to detect diseases at earlier stages, often before they become visible to the human eye.
These systems analyse radiology scans, highlight suspicious areas with colour overlays, and generate quantitative measurements that assist physicians in making more precise diagnostic decisions.
According to Anastasia Rakova, AI-enabled services have already supported radiologists in reviewing more than 35 million imaging studies nationwide.
She noted that the technology has improved both efficiency and quality in diagnostics, particularly as healthcare systems manage rising volumes of imaging data.
She explained that the total figure comes from multiple sources, including large-scale pilot programs and national insurance-supported services, alongside the MosMedAI ecosystem.
Moscow experiment drives large-scale AI integration in healthcare
Since 2020, the Moscow government has been running the Moscow Experiment on Computer Vision in healthcare, an initiative coordinated by the Center for Diagnostics and Telemedicine with support from the city’s digital infrastructure teams.
The program has helped build both technical capacity and regulatory frameworks for the safe use of AI in clinical settings.
Over the course of the initiative, authorities have developed and approved 28 national standards governing AI deployment in healthcare.
More than 200 AI-powered diagnostic solutions have participated in the program since its launch, with over 60 currently in active clinical use by radiologists in Moscow.
These systems assist in interpreting mammograms, CT scans, MRI images, and X-rays, helping detect more than 40 types of pathologies.
In some cases, a single scan can be analyzed for up to 14 potential conditions simultaneously, significantly expanding diagnostic coverage.
Insurance-backed AI services and national rollout
In a major policy shift, AI-based breast cancer screening has been formally included on Moscow’s list of reimbursable healthcare services since 2023.
The city became the first region in Russia to finance AI-assisted diagnostics through compulsory medical insurance, marking a transition from experimental use to routine clinical application.
Officials also report that AI tools are now being scaled beyond the capital through the MosMedAI platform, allowing regional healthcare providers to access advanced diagnostic capabilities.
Yuri Vasiliev said the expansion is designed to help regional specialists address challenges such as workforce shortages while improving diagnostic accuracy across the country.
Institutional role in AI medical innovation
The Center for Diagnostics and Telemedicine, established in 1996, continues to serve as a leading hub for research, training, and implementation of AI in radiology.
The institution focuses on integrating machine learning tools into clinical workflows, strengthening radiology department management, and training medical professionals to use advanced diagnostic technologies across Russia.
