Shanghai-based Raas disclosed the proposed acquisition in a financial filing, stating that it plans to acquire a 100% stake in Boehringer Ingelheim Biopharmaceuticals in China.

CHINA—Boehringer Ingelheim is selling its biologics contract manufacturing business in China to local blood products developer Raas Blood Products for up to CNY20 million (US$3 million).
Shanghai-based Raas disclosed the proposed acquisition in a financial filing, stating that it plans to acquire a 100% stake in Boehringer Ingelheim Biopharmaceuticals in China.
The unit has registered capital of US$66 million.
The Shanghai-based business, established in 2014 as part of Germany-based Boehringer Ingelheim, provides contract development and manufacturing services for biological medicines.
Its services cover clinical and commercial production, as well as chemistry, manufacturing and controls registration support, analytical development and validation.
Manufacturing capacity
According to Raas, the business operates a biologics manufacturing facility with commercial production capacity of 6,000 litres.
It also holds a drug manufacturing licence issued by the Shanghai Municipal Drug Administration.
Raas said the unit has industrialisation capabilities and an established technical team, describing it as a large molecule biopharmaceutical manufacturing platform in China.
Boehringer Ingelheim did not immediately respond to requests for comment on the transaction or the assets included in the deal.
However, Raas said in its filing that Boehringer plans to focus on other operations in China as part of a strategic adjustment to its local business.
The acquisition comes after the Boehringer unit reported losses in 2024, 2025 and the first quarter of 2026.
Raas reported a net loss of CNY16.8 million (US$2.5 million) for the first quarter of 2026 and CNY259 million (US$38.5 million) for 2025.
Raas attributed the unit’s financial difficulties partly to competition from Chinese contract development and manufacturing organisations, including WuXi Biologics.
Raas targets SR604 production
For Raas, the acquisition will provide additional manufacturing capacity and infrastructure to support the development of its pipeline.
The company said it plans to use the facility’s production capacity, quality control systems and other resources to support the timely and stable manufacturing and launch of its lead drug candidate, SR604.
SR604 is a monoclonal antibody that Raas describes as the first drug candidate targeting activated protein C for haemophilia.
The company is developing it for people with haemophilia A and haemophilia B.
Raas said preparations for a phase 3 programme for SR604 are progressing, while a mid-stage study is being prepared to evaluate the candidate for treating bleeding episodes in patients with von Willebrand disease.
Beyond SR604, Raas is developing additional drug candidates focused mainly on coagulation and inflammatory diseases.
The acquisition also comes as Raas faces pressure in its domestic blood products business.
Chinese business publication Yicai has reported declining sales in the company’s blood products operations.
Boehringer maintains broader growth
The transaction involving the China biologics unit comes as Boehringer Ingelheim continues to report growth across its wider business.
The company recently reported a 12% increase in revenue during the first half of 2026, supported largely by demand in the United States for Jardiance, its medicine for diabetes and heart failure.
