Moscow deploys AI across the healthcare system with over 60 diagnostic services

Radiologists at the Center now access more than 60 AI services, enabling detection of pathologies across 43 clinical areas.

RUSSIA—Artificial intelligence has transitioned from an emerging technology to a fundamental component of Moscow’s urban management and healthcare infrastructure.

The Moscow Government has integrated intelligent technologies into over 130 urban initiatives, ranging from transportation logistics to public services, in alignment with the national “Digital Economy” project.

The city launched more than 20 new AI-driven projects in 2025 alone, significantly expanding the capabilities of the Moscow Healthcare System.

A primary focus of this digital transformation centers on enhancing clinical diagnostics through advanced medical imaging and data analysis, with solutions developed both in-house and sourced from partners.

Revolutionizing radiology and diagnostic imaging

The Center for Diagnostics and Telemedicine of the Moscow Healthcare Department has implemented some of the most clinically impactful advancements.

Radiologists at the Center now access more than 60 AI services, enabling detection of pathologies across 43 clinical areas.

Moscow clinicians gained access to three new AI-powered services in 2025 designed to enhance fracture detection.

Two services focus on identifying multiple fractures in the ankle and wrist, while a third addresses shoulder fractures, one of the most technically challenging anatomical regions in X-ray imaging.

These tools identify subtle fractures and detect multiple concurrent pathologies, supporting more comprehensive and precise treatment planning.

Streamlining Patient Records and clinical workflows

The system has implemented an AI service designed to synthesize electronic health record data, marking a significant advancement in health information management.

Prior to a patient consultation, the system generates a summary of the patient’s medical history, including prior visits, relevant test results, prescribed medications, and emergency call data pertinent to the current complaint.

Clinicians report that this tool markedly improves diagnostic quality by reducing the time spent on manual history-taking and minimizing the risk of overlooking critical information.

The service generated over 17 million summaries for physicians as of late January 2025.

Patient-Facing AI Tools Enhance Data Collection

The AI assistant Alice enables patients to log vital signs into electronic health records, including blood pressure, pulse, weight, height, temperature, blood glucose, and oxygen saturation.

Patients can also manage appointments and test scheduling through this tool. Over 100,000 health records have been entered via this system to date.

Leading institution drives innovation

The Center for Diagnostics and Telemedicine, established in 1996 under Moscow City Hall’s Social Development Complex, leads AI integration efforts for medicine.

The institution focuses on radiology advancement, radiology department management, research, and clinician education, positioning Moscow as a pioneer in medical AI implementation.
