GSK to invest US$800M in Pennsylvania biopharma manufacturing hub

The project will replace existing buildings with new facilities designed to support clinical development, commercial production and advanced manufacturing technologies.

USA—GSK will invest more than US$800 million to expand its Upper Merion Township operations in Pennsylvania, strengthening its biologics manufacturing and research capabilities.

Construction is expected to begin in 2027, supporting the company’s plans to integrate drug development and production at a single site.

The investment, announced on October 9 by Pennsylvania Governor Josh Shapiro’s office, will establish a biopharmaceutical innovation and manufacturing hub.

The project will replace existing buildings with new facilities designed to support clinical development, commercial production and advanced manufacturing technologies.

Integrated biologics manufacturing and research

GSK’s Upper Merion site already supports research and development across several disciplines and hosts manufacturing operations.

The planned expansion will bring these activities closer together, with digital technologies improving coordination between laboratory research and commercial production.

A new biologics manufacturing facility will handle both clinical and commercial-scale production.

The company will also establish an R&D pilot plant at the site, allowing teams to accelerate process development and transfer technology from research to manufacturing.

Additional infrastructure will include a central quality control laboratory and a manufacturing science and technology hub.

These facilities will support production oversight, process development and quality management as GSK advances new medicines towards commercial supply.

“Our Next Generation Flex Factory will focus on delivering potential best-in-class new medicines for respiratory disease and cancer for patients in the US and around the world,” said John Jewett, site director for GSK Upper Merion.

Jewett said the investment extends beyond a single manufacturing building, highlighting the site’s existing contribution to GSK’s global supply chain and its anticipated role following the expansion.

Pennsylvania investment builds on Marietta expansion

The Upper Merion project is part of a separate commitment of up to US$800 million that GSK announced in October 2024 to expand its manufacturing operations in Marietta, Pennsylvania.

Located west of Upper Merion, the site is undergoing a planned capacity expansion that includes two new facilities.

The Marietta project will increase drug substance production and expand drug product manufacturing capabilities.

GSK expects the development to create about 200 permanent jobs when it is complete.

The company previously indicated that its new drug substance facility would open by the end of 2027, followed by the drug product facility in 2028.

The Upper Merion expansion is expected to create 300 jobs and help retain approximately 4,500 existing positions across Pennsylvania, according to the governor’s office.

Together, the projects reinforce Pennsylvania’s role in GSK’s US manufacturing network, combining investment in biologics production with research infrastructure.

Locating pilot-scale development and manufacturing capabilities at the same site could also help the company move production processes from development to commercial scale more efficiently.

Broader US manufacturing strategy

GSK’s latest commitment is part of a broader investment strategy to expand its US research and manufacturing footprint.

In September 2025, the company announced plans to invest US$30 billion in US research and development and manufacturing over five years.

The Upper Merion project was already part of those plans.

GSK previously identified US$1.2 billion within its broader investment commitment for advanced manufacturing, artificial intelligence and digital technologies, including construction of the Pennsylvania biologics facility.

The company, which maintains its US headquarters in Philadelphia, is among several pharmaceutical manufacturers that have announced substantial domestic investment plans since President Donald Trump began his second term in 2025.

The administration has also pursued pharmaceutical pricing agreements and tariff arrangements with drugmakers, creating additional policy considerations for companies planning US production capacity.

GSK’s Pennsylvania developments are intended to support the manufacture of medicines for respiratory diseases and cancer while expanding its capacity to develop and supply biologic therapies.
