Dubai Healthcare City begins US$354M Phase 1 expansion

UAE—Dubai Healthcare City Authority (DHCA) has broken ground on two flagship developments, PIXEL DHCC and IBN SINA+, marking a key milestone in the first phase of its AED 1.3 billion (USD 354 million) development programme in Dubai Healthcare City.

The projects aim to strengthen the emirate’s position as a global healthcare investment destination while expanding its integrated healthcare ecosystem.

DHCA announced the developments during a ceremony attended by senior officials and project partners, highlighting continued collaboration between public and private stakeholders.

Groundbreaking milestone

Under the first phase of the development programme, DHCA is advancing infrastructure that supports long-term healthcare growth and investment in the free zone.

The authority designed the initiative to attract international investors and healthcare providers by offering modern, sustainable, and flexible facilities.

According to DHCA leadership, the programme aligns with Dubai’s broader economic and sustainability strategies, including the Dubai Economic Agenda D33 and the UAE Net Zero 2050 Strategy.

PIXEL DHCC development

PIXEL DHCC represents a major addition to the district’s commercial infrastructure and features a LEED Platinum-certified office building, the first of its kind in Dubai Healthcare City.

Designed by P&T Architects and Engineers Ltd, the development spans 13,000 square metres across nine floors.

It offers flexible office spaces alongside ground-floor retail units, catering to healthcare and related service providers seeking a modern working environment.

IBN SINA+ medical complex

IBN SINA+ expands DHCC’s clinical infrastructure with a purpose-built medical complex designed to enhance healthcare delivery.

The five-floor shell-and-core structure covers 5,800 square metres and supports multi-functional medical use, including surgical suites, diagnostic facilities, outpatient clinics, and medical offices.

Dubai-based DAR designed the facility as an extension of the existing IBN SINA building, ensuring continuity within the healthcare community.

Infrastructure and ecosystem support

To support the new developments, DHCA is also delivering complementary infrastructure upgrades that improve accessibility and enhance service delivery across Dubai Healthcare City.

These improvements aim to meet the growing needs of residents, patients, and businesses within the free zone while supporting future expansion.

Together, the developments reinforce DHCA’s strategy to build a fully integrated healthcare and wellness destination.

Project collaboration and design leadership

The developments bring together multiple design and engineering partners to ensure high standards of functionality and sustainability.

International Foundation Group LLC (IFG) contributes to project delivery alongside leading architectural firms, while P&T Architects and Engineers Ltd and Dubai-based DAR oversee design execution for PIXEL DHCC and IBN SINA+, respectively.

Their collaboration focuses on integrating efficient layouts, sustainable materials, and user-centred design principles.

DHCA officials noted that the partnerships reflect a broader commitment to delivering healthcare infrastructure that meets global benchmarks while supporting the evolving needs of the medical and research community in Dubai Healthcare City.

Construction activities are progressing according to the planned timelines ahead of the 2027 completion target, with continued monitoring and strict oversight ensured.
