Egypt launches comprehensive guide to streamline state-funded medical treatment access

EGYPT—Egypt’s Deputy Prime Minister for Human Development and Health Minister Khaled Abdel Ghaffar has unveiled the first edition of a procedural guide for the country’s state-funded medical treatment programme.

The ministry released the January 2026 manual as part of a broader initiative to standardise healthcare services and streamline approval processes nationwide.

The health ministry described the development as a reflection of Egypt’s dedication to upholding citizens’ constitutional right to equitable and comprehensive healthcare.

Officials emphasise that the state-funded treatment scheme continues to serve as a cornerstone of Egypt’s healthcare infrastructure while the government works toward completing the nationwide rollout of universal health insurance coverage.

Standardising procedures across medical councils

Abdel Ghaffar explained that the guide seeks to establish uniform working standards throughout the General Administration of Specialised Medical Councils.

The manual also simplifies the documentation cycle that patients and healthcare facilities must navigate to obtain treatment approvals, addressing longstanding concerns about bureaucratic complexity.

Ministry spokesperson Hossam Abdel Ghaffar noted that teams within the Therapeutic Medicine Sector prepared the guide under careful supervision.

The document provides detailed administrative and medical procedures, offering step-by-step instructions that begin with uploading medical files endorsed by each hospital’s three-member medical committee.

Unified medical standards for multiple specialties

The guide establishes unified medical standards that outline the specific tests and investigations required for each medical specialty.

These standards cover general surgery, haematology, oncology, nephrology, and ophthalmology, among other fields.

Healthcare officials believe these standardised requirements will accelerate decision-making processes and reduce delays in treatment authorisation.

Coverage of advanced medical treatments

The procedural manual extends beyond routine medical care to address advanced specialised treatments.

The guide covers cardiac and thoracic surgeries, interventional radiology procedures, and comprehensive care for conditions such as multiple sclerosis.

It also provides detailed protocols for bone marrow transplantation, chemotherapy, and radiotherapy for cancer patients, ensuring these critical services remain accessible through the state-funded programme.

Ensuring continuity of care

The ministry confirmed that the guide specifies clear requirements for renewing treatment approvals.

These provisions aim to guarantee transparency throughout the approval process and prevent interruptions in patient care.

The renewal protocols help patients maintain access to ongoing treatments without unnecessary administrative hurdles.

Mohamed El-Akkad, who heads the Specialised Medical Councils administration, characterised the guide as a clear roadmap for hospitals and regional councils throughout Egypt.

He stated that the standardised procedures will reduce waiting times and ensure that high-quality support reaches all eligible patients more efficiently.

The health ministry reaffirmed its commitment to pursuing further healthcare reforms in the coming months.

Officials have called on all medical facilities operating within Egypt to comply with the new procedural framework, emphasising that widespread adoption will benefit both healthcare providers and patients seeking state-funded treatment.
