Through this collaboration, they will tackle healthcare projects from multiple angles, offering services that span consulting, strategic planning, feasibility assessments, and market and financial studies.

UAE—Two major players in the global healthcare industry have joined forces in a partnership that promises to reshape medical infrastructure across some of the world’s fastest-growing regions.
Aspen Medical and ICME Healthcare, a company with roots stretching back to 1954, have signed a non-exclusive Memorandum of Understanding that establishes a strategic collaboration aimed at strengthening healthcare systems throughout the Middle East, South-East Asia, and Africa.
The agreement was formalized at the World Health Expo, marking what both companies describe as a pivotal moment in their efforts to address critical healthcare needs in emerging markets.
A comprehensive approach to healthcare development
The partnership brings together two organizations with distinctly complementary strengths.
Through this collaboration, they will tackle healthcare projects from multiple angles, offering services that span consulting, strategic planning, feasibility assessments, and market and financial studies.
The scope extends further to include pre-operational setup, workforce planning and training, and operational management, creating what both partners envision as comprehensive, end-to-end solutions for regions experiencing rapid development.
Aspen Medical brings to the table its internationally recognized capabilities in several crucial areas.
The company specializes in pre-operational commissioning, staffing and training, operational management, and clinical operations consultancy.
Beyond these core competencies, Aspen Medical also offers regulatory advisory services and has demonstrated expertise in the rapid deployment of healthcare teams and facilities when urgent needs arise.
Combining strategy with operational excellence
ICME Healthcare contributes a different but equally vital set of skills to the partnership.
The firm’s extensive experience encompasses healthcare strategy consulting, market assessment, and project feasibility analysis.
Their expertise extends into strategic facility planning, comprehensive healthcare design that includes medical equipment planning and technology integration, and construction supervision to ensure projects meet exacting standards.
Claire Westbrook-Keir, who serves as General Manager of Aspen Medical MEA, spoke enthusiastically about what this collaboration means for healthcare delivery in underserved regions.
She explained that partnering with ICME creates an opportunity to merge world-class healthcare planning and design with Aspen Medical’s proven operational and clinical expertise.
According to Westbrook-Keir, this combination enables both companies to deliver transformative solutions that fundamentally improve healthcare delivery in emerging markets where such advances are desperately needed.
Building sustainable healthcare systems
Matthias Raith, Managing Director MENA and Partner of ICME Healthcare, shared his perspective on the partnership’s significance.
He emphasized that ICME’s mission has always centered on developing sustainable healthcare infrastructure that serves communities for the long term.
Raith noted that collaborating with Aspen Medical allows the company to extend its impact beyond design excellence, ensuring that the facilities they help create are not only well-planned but also efficiently operated and appropriately staffed according to international standards.
Raith stressed that this integrated approach plays an essential role in delivering high-quality patient care while simultaneously supporting the well-being of healthcare professionals who work within these systems.
The partnership reflects both organizations’ commitment to improving healthcare access and quality in regions where demand for advanced health systems continues to accelerate at unprecedented rates.
By combining their complementary strengths, Aspen Medical and ICME Healthcare plan to deliver integrated solutions that enhance patient outcomes, build local capacity, and strengthen health systems to meet future challenges head-on.
