Oman MoCIIP announces US$41.6M healthcare investment package for private sector

The investment package was launched in collaboration with the Ministry of Health and the Public Authority for Special Economic Zones and Free Zones.

OMAN—The Ministry of Commerce, Industry, and Investment Promotion (MoCIIP) has introduced a new package of healthcare investment opportunities valued at more than RO16 million (US$41.6 million) as part of its strategy to expand private sector participation in the country’s health sector.

The initiative focuses on preventive healthcare, medical rehabilitation and local manufacturing of essential medical products.

The investment package was launched in collaboration with the Ministry of Health and the Public Authority for Special Economic Zones and Free Zones.

Through the initiative, the government aims to attract both domestic and international investors to projects that strengthen specialised healthcare services, expand medical manufacturing capabilities, and improve healthcare supply chains.

The proposed investments also support the goals of Oman Vision 2040, which seeks to diversify the economy, encourage private sector growth, and build a more sustainable and resilient healthcare system.

Projects target preventive care and rehabilitation

Among the four investment opportunities is the establishment of an early detection centre in Bausher, requiring an estimated investment of RO7.5 million (US$19.5 million).

The facility is expected to respond to growing demand for preventive healthcare by providing early diagnosis and screening services that can improve patient outcomes and reduce the burden of disease.

In addition, the government has proposed the development of a specialised rehabilitation hospital in Muscat Governorate at an estimated cost of RO6 million (US$15.6 million).

The hospital will offer integrated rehabilitation services supported by advanced treatment technologies and modern therapeutic approaches to help patients recover from injuries, illnesses and chronic conditions.

Medical Manufacturing Expansion

The investment package also includes two projects designed to expand local production of medical supplies.

One project involves establishing a facility in Salalah Free Zone to manufacture chlorhexidine gluconate liquid, with an estimated investment of RO2.4 million (US$6.2 million).

Another project will establish a manufacturing plant for paraffin-impregnated gauze in the Sohar Free Zone, requiring an investment of approximately RO 577,500 (US$1.5 million).

These manufacturing initiatives are expected to strengthen domestic production capacity, improve the resilience of healthcare supply chains, and enhance the competitiveness of Omani-made medical products in regional markets.

Government seeks greater private sector participation

Lamia bint Sultan Al Habsi, Assistant Director General of the Directorate General for Investment Promotion at MoCIIP, said Oman’s healthcare sector is evolving rapidly due to population growth, rising demand for specialised medical services, and national efforts to localise medical industries.

She said the ministry developed the investment package to provide high-quality opportunities that address genuine market needs while offering investors commercially viable projects capable of generating long-term value.

Meanwhile, Balqis bint Saud Al Makhmari, Director of the Investment Empowerment Department at the Ministry of Health, said that expanding partnerships with the private sector remains central to the government’s strategy to strengthen the healthcare system.

According to Al Makhmari, the projects will broaden access to specialised healthcare services, increase domestic medical manufacturing capacity and improve the sector’s preparedness to meet future healthcare demands.

She added that the investments will also promote knowledge transfer, accelerate the adoption of advanced medical technologies and encourage innovation across Oman’s healthcare sector.
