Egypt extends universal health insurance to the Minya Governorate

EGYPT—The Egyptian government is moving forward with plans to extend its universal health insurance system to Minya governorate, bringing healthcare coverage to more than six million residents in the region.

The expansion marks a significant milestone in the programme’s second phase, according to the health ministry.

Coordinating the rollout

Health Minister Khaled Abdel Ghaffar recently chaired a meeting of the system’s coordination committee to evaluate progress in implementation and determine whether the governorate is ready for launch.

Minya Governor Emad Kadwani participated in the session through video conference, ensuring local authorities remain aligned with national objectives.

During the meeting, Abdel Ghaffar emphasized that the universal health insurance programme represents one of Egypt’s most ambitious healthcare reforms.

He stressed the importance of completing infrastructure improvements and confirming full operational readiness before rolling out the system across Minya.

Preparing healthcare facilities

Health ministry spokesperson Hossam Abdel Ghaffar revealed that discussions centered on healthcare planning for the governorate.

Officials assessed the preparedness of hospitals and primary healthcare units while reviewing advances in digital transformation across medical facilities throughout the region.

The ministry is currently executing six major national projects designed to upgrade healthcare infrastructure in Minya.

These initiatives carry an estimated cost of approximately EGP 6.75 billion (USD 135 million) and will add around 1,506 hospital beds to the governorate’s healthcare system.

The expansion aims to increase capacity and enhance service delivery for residents who have historically faced limited access to quality medical care.

Digital integration and private sector involvement

Officials devoted considerable attention to preparations for digital integration across hospitals and healthcare units.

The ministry plans to enable electronic information exchange between facilities, thereby streamlining medical services and reducing administrative burdens on both healthcare providers and patients seeking treatment.

The meeting also examined the implementation plan for launching the system in Minya.

Authorities discussed the completion schedule for primary healthcare facilities and explored opportunities to expand partnerships with the private sector, which could attract additional investment in the health sector.

The coordination committee included senior officials from various health authorities.

Representatives from the General Authority for Healthcare and the General Authority for Healthcare Accreditation and Regulation attended, bringing technical expertise to the planning process.

A phased national reform

The Minya expansion continues Egypt’s gradual rollout of universal health insurance, which began in other governorates during the first phase of the initiative.

The government has adopted a methodical approach, carefully launching the system region by region to ensure quality standards.

This strategic phasing allows authorities to continually refine their processes based on earlier experiences.

The government aims to provide comprehensive healthcare coverage to all Egyptian citizens, transforming the medical landscape nationwide.
